The Carter doctrine designated that the Persian Gulf was a vital national interest of the United States. The reason why the Carter doctrine came into play was due to the crude oil. At that time Afghanistan was a major contributor of crude to the U.S. and the United States relied heavily on the import of crude oil.
Due to the amount of fuel consumption in the United States during the 1970’s and 1980’s President Nixon lifted any previous prohibitions on imports. The United States consumed more oil from 1970-1973. This caused for imported oil rates to double to reach more than one third of all oil usage.
